Take both of the above answers and combine them. There is Old Lady Gibson at the Scrapyard (65 repair skill), the guys in Freeside (haven't gone to them yet), the Col. at the Mojave Outpost (100 repair skill). If you don't have many caps, go to Old Lady Gibson. If you have the caps to spare and want to repair a rare gun that you don't find many extras for to repair on your own, then head to the Mojave Outpost.
Also, there is the jerry-rig perk where if you're at Skill level 16 and have 90 repair, you can repair weapons with similar weapons (e.g. caravan shotgun can be repaired with a single-barrel shotgun).
