Is that your maker's mark?
Barbour was founded in Hartford, CT, in the 1880's, and was absorbed into the International Silver Co. around 1889 -- although International continued to produce silver and silverplate products using the marks of their subsidiaries. One forum member at the site I linked to above notes that International continued to use the windmill & pipes until the 1930s.

Of course, you can now just Google for "barbour silver," too. I didn't find any Google results matching both Barbour and 3381, however. Perhaps the number on your piece is actually something else, but just difficult to read?
